Evan has over 25 years experience in developing and directing managed care delivery systems based on a variety of payment methodologies.

Evan has extensive experience as a developer of medical networks and delivery systems as well extensive background in strategic organizational planning, alliances, board development, and exit strategies for many non-profit organizations.

He has served as Executive Director of MetroCare, a full-service HMO subsidiary of Chicago’s Mount Sinai Medical Center serving an enrolled population under the State of Illinois HMO program.  At MetroCare he developed a modest initial investment and break even operation into a sale price yielding a ROI of 850%.  Previous to work at Mount Sinai, he served as the first Executive Director of the Michael Reese Health Plan, a pioneering non-profit HMO,  and developed the prepaid medical services program at Hyde Park-Kenwood Community Health Center as provider under the HMO Illinois and Maxicare HMO.  While at Michael Reese, he was administrative director of Mandel Clinic and the regional trauma center at Michael Reese Hospital Medical Center.

He is a Life Fellow of the American College of Healthcare Executives.  He holds an MA from the University of Minnesota in Political Science/Public Administration, and an MBA from the University of Chicago Graduate School of Business in Hospital Administration.

Evan has been a volunteer consultant and executive coach with the Executive Service Corps of Chicago since 2003. He has managed over fifteen strategic planning and other projects for Executive Service Corps at educational, social service, and community development organizations.
